Yes this is one of the possible reasons to deny an authorisation for a service which is subject to prior authorisation at all (hospital and specialised, costly procedures) and where there are no EU standards regarding safety and quality…"

Hello. The way I read the directive is that there will be requirements for transparency in the quality of care. I base this on the mentions of patients who won't be reimbursed if they want to go to a health care provider which has unfavorable measures, or if there are doubts about the qualifications of the physician.
